India’s clean energy sector could bring in more than 300,000 new jobs by 2020, according to a new report, ‘Greening India’s Workforce: Gearing Up For Expansion of Solar and Wind Power in India.’

The report, published by Delhi-based think tank, Council on Energy, Environment and Water and the Natural Resources Defense Council, also shows that more than 300,000 new workers can be employed in wind and solar jobs with 58,600 in utility solar and 238,000 in rooftop solar jobs over the next five years. Moreover, over one million total employment opportunities can be created in achieving India’s clean energy goals to install 175 gigawatts of renewable power by 2022.

“Solar jobs will be well distributed across India with Maharashtra and Uttar Pradesh leading in job creation,” Neeraj Kuldeep, Programme Associate at CEEW, said. “Wind jobs are likely to be concentrated in a few states that have high wind potential, as has been the case with wind capacity.”

“80% of the new clean energy workforce will be employed during the construction phase. However, despite these being contractual jobs, the large pipeline of renewable energy projects creates enough opportunities for workers to stay employed. Additionally, since most of these jobs are in the rooftop solar photovoltaic segment, central and state governments must provide greater policy support to the rooftop sector,” Kuldeep said.

“Clean energy expansion is generating thousands of new jobs while meeting India’s climate and economic goals,” Nehmat Kaur, consultant and development economist at NRDC said. “With this tremendous opportunity, India is stepping up as a global leader in demonstrating how a growing economy can scale up renewables, generate employment and provide access in the face of rising energy demands.”

The Peruvian government is launching an emergency temporary employment program that will generate more than 20,000 temporary jobs in regions affected by deadly rainfalls and floods.

The announcement of the emergency temporary work program was made by Peruvian Prime Minister Fernando Zavala during a press conference. He said that those who were affected by the rain will be able to work on the rehabilitation of their own homes and areas that have been affected by the floods.

“The same people will be able to work in the rehabilitation of the area where they are located, and it will benefit some 20,000 people with temporary jobs,” Zavala said. He added that the program will be launched on 10 April.

Zavala considers the rehabilitation to meet the minimum needs of the population.

The Peruvian Government said that 94 people are dead and 700,000 people are now homeless due to the flooding.

Investment climate reforms and job creation in developing countries : what do we know and what should we do ?

This paper reviews the literature on the role of the investment climate reforms in job creation. It finds that the current landscape of employment and private sector activity in developing countries indicates a number of potential channels through which investment climate reforms can positively affect job creation. However, rigorous empirical evidence is scarce and most of the relevant studies focus on business entry reforms with a few focusing on business taxation and investment promotion activities. Overall, there is evidence of job creation through business entry, tax reforms, and investment promotion activity in developing countries. Almost all of these evidences are from quasi-experimental studies that are significant improvements over conventional cross-country or cross-section panel data analysis. Still, various endogeneity concerns in these studies cannot be ruled out completely. In assessing job effects, future research should provide deeper insights on the gross versus net and short-run versus long-run job effects and general equilibrium effects of various investment climate reforms related to jobs, productivity, competition, and other developmental outcomes. Another critical agenda for future research is to shed light on which investment climate reforms matter most for spurring the employment and productivity growth of firms in developing countries. The World Bank Group, in partnership with development partners and client government countries, can play a significant role in bridging the current knowledge gap by integrating rigorous evaluation as an integral part of project design and implementation, and improving data quality, particularly through its information and communication technologies-led private sector development reform initiatives.
