President Donald Trump’s Jan. 20 executive order directing federal agencies that oversee the Affordable Care Act to waive or delay burdensome taxes or penalties did not specifically mention employers, but the broad language would seem to sweep them in as a group that is burdened by the statute and its implementing regulations.
